關於達賴喇嘛受邀在加州大學聖迭哥分校畢業典禮上演講的聲明

 

近日,加州大學聖迭哥分校邀請第十四世達賴喇嘛尊者參加該校617日畢業典禮並發表主題演講,不料卻引發該校「中國學生學者聯合會」、「中國學生會」、「中國企業聯合會」抗議抵制。其抵制理由令我們啼笑皆非,大為不解,深感詫異!

 

在一個充分自由的民主國家,學校要邀請誰來做主題演講是校方的選擇自由,演講內容是演講者的言論自由。我們都還記得前後幾任中共領導人在美國的校園演講,譬如2007年江澤民在哈佛大學、2015年習近平在林肯中學發表演講等——世界最大的人權侵害者、獨裁者尚能充分享受到美國的言論自由,憑什麼諾貝爾和平獎的得主、得到世界最廣泛尊敬的和平使者達賴喇嘛尊者就不能呢?誠然,「中國學生學者聯合會」的抗議也是言論自由的一部分,但這次抗議究竟是自由表達還是中共政府的操控呢?

 

「中國學生學者聯合會」在抗議中聲稱達賴喇嘛是一個長期從事分裂祖國,破壞民族團結的政治流亡者。然而,眾所周知達賴喇嘛尊者是以中間道路的政見聞名於世。所謂中間道路指在解決西藏問題的過程中,西藏人民既不接受西藏在目前中華人民共和國所處的地位或狀況,也不尋求西藏的主權獨立地位,而是取中間路線,在中華人民共和國的框架範圍內尋求西藏地區的真正的自治。所以達賴喇嘛不僅沒有分裂中國,而是努力地在維護中國領土的完整即便在藏人受到中共政權殘酷的鎮壓的情況下,他仍然保持著和平理性的姿態,從未放棄與中共政權對話的努力。

 

中華人民共和國憲法規定,藏區享有自治權,而達賴喇嘛的中間道路,無非就是要求中共兌現自己的承諾,給予西藏應有的名副其實的自治地位,這樣的自治地位從中華民國時期就已經擁有了。從中共對西藏的政治高壓來看,真正在分裂西藏的其實是中共自己;從中共長期以來對藏族和藏族領袖達賴喇嘛尊者的抹黑宣傳來看,真正破壞民族團結的是中共自己;從中共執政的歷史來看,海參威、外興安嶺、江東六十四屯、江心坡、白龍尾島等等領土被中共拱手相讓給他國,真正長期從事分裂祖國的正是中共自己!

 

我們誠摯盼望加州大學聖迭哥分校的中國同學們秉持客觀立場,拒絕中共洗腦,保持獨立思想,聽聽達賴喇嘛尊者在演講中會說到哪些中共不敢讓同學們聽見的話,看看達賴喇嘛究竟是怎樣一個中共不敢讓同學們看清楚的人,想想中國的領土中國的歷史究竟是怎樣的中共不敢讓同學們知道的模樣!

Statement On the Opposition Against the Dalai Lama As Commencement Speaker at the University of California San Diego

The University of California, San Diego (UCSD) recently invited the 14th Dalai Lama to attend its graduation ceremony and deliver the keynote speech on June 17, 2017. The invitation unexpectedly triggered a strong opposition from Chinese student organizations at UCSD, including the Chinese Students and Scholars Association, Chinese Student Club, and China Enterprise Confederation. Such action is embarrassing, and deeply troubling.
 
Universities in a democratic country are free to invite anyone they deem appropriate to give commencement addresses, and whatever the speaker wants to say is his personal freedom of speech. We all remember that former and current leaders of the Chinese Communist Party (CCP) have given speeches at schools in the United States. For example, in 2007, Jiang Zemin delivered a speech at Harvard University, and in 2015, Xi Jinping spoke at Lincoln High School. If the worst human right abusers and dictators in the world can fully enjoy freedom of speech, why can't His Holiness the Dalai Lama - the Nobel Peace Prize winner and world's most respected peace and compassion ambassador - enjoy the same?

It is true that the protests of the Chinese Students and Scholars Association are also practicing their freedom of speech, but the question is: are these protesters freely expressing their own views or are they abetted by the Chinese government?
 
In their protests, the Chinese students organizations falsely accuse the Dalai Lama as a separatist. It is a well-known fact that the Dalai Lama has a long holding moderate position on the issue of Tibet, namely the Middle-Way Approach, meaning that while the Tibetan people do not accept the present status of Tibet under China's occupation, they do not seek independence from China either. They instead seek a genuine autonomy within the framework of the People's Republic of China.

The Middle-Way Approach shows the Dalai Lama not only does not attempt to separate from China, but also has been trying to maintain the country's territorial integrity. Even though the Tibetan people are under the brutal repression of the Communist regime, the Dalai Lama still insists on a peaceful and rational position. He continues to reach out to Beijing for dialogues to peacefully resolve the Tibetan issue.
 
The Constitution of the People's Republic of China stipulates that Tibet shall have an autonomous status. The Dalai Lama's Middle-Way Approach is nothing more than asking the Chinese regime to keep this promise and give the Tibetans a real autonomy. 

The fact of the matter is, it is the CCP that creates de facto separation by terrorizing the Tibetans and pushing them away; it is CCP that undermines the national and ethnic unity by smearing the beloved Tibetan leader the Dalai Lama; it is CCP itself that splits up the Motherland by giving away large parts of China's territory to foreign countries, such as Vladivostok, Outer Khingan Range, Sixty-Four Villages East of the Heilongjiang River, Bechlongvi, Jiangxinpo and etc. 
 
We sincerely hope that the Chinese students at the UCSD will think independently and objectively and reject the Chinese regime's brainwash. We encourage them to keep an open mind and listen to what the Dalai Lama has to say and then make their own judgment. We are sure the Chinese students will hear what the regime does not want them to hear, see a peaceful person whom the regime does not want them to see, and know the historical facts of territory that the regime does not want them to know.
